Mewtwo is and pichu is being reworked again. Mewtwo has not been confirmed for 4.0 but some super secret thing is.

Hmm... I seemed to recall reading somewhere that Shadow the Hedgehog and Paper Mario were actually being worked on and/or considered. Must have just been my imagination, my bad.

The biggest reason why we don't add more fighters is lack of time, not because we look at fighters and decide that they just aren't a good fit for minus. It wouldn't really surprise me if we've considered Shadow and Paper Mario, and we've definitely talked about Waluigi and Ridley.
