True No, but you can suffocate their movement, attacks, and positioning from a safe distance while scoring free percent. I'd say while both are useful in different ways, they both equally promote camping for free damage/pressure.

I don't see how slow lasers promote spam any more than regular lasers do. Possibly not having enough animators on the team or the team just trying to get by with sub par work is my guess. I think a better application for this would be having Luigi switch between his Minus fireball and Brawl...
