Wat. I'm running it on my NTSC wii right now. It should work.

e~ codes go onto the root of the SD card. RSBE folder goes into /private/wii/app
I am unsure why it's packed this way.

Insert SDHC extension code into the GCT, use a compatible launcher (minimalauncher!) and you should be set.
