Please edit for pikachu's "up b glitch" not actually being a glitch and just an operator error. He has a great recovery with many options, and if you angle your up b into a wall both times, it is entirely your fault.

Looking back, I do agree I need to change the lettering to include some A-'s, B-'s, etc. because what separates the tiers from each other is not signifigant enough to go from S to D, and this was not my original intent. When I get home, I will make a detailed list explaining my placements...

Possibly the most safe move in the game besides meta knight's side b, lucario's "counter" makes him the best character in the game. While many have requested extreme speed and aura sphere to be nerfed in 4.0F, the problem with lucario can be identified in his "counter". Great for escaping...
