Is this possible? Is there enough data to work with? Does the game change too often?

Very very difficult, since people usually have entire threads devoted to discussing a single MU on SWF before putting together a full chart [often in the backroom] and people have to discuss and vote on all these MUs. We could TRY, but it wouldn't be easy...

Yeah I guess. That's a lot of matchups to argue about. And a lot of the matchups you can just kind of feel out. Like ROB vs Link is currently pretty even or if you are going up against a Lucario you shouldn't pick Peach. And never pick Pichu ever, at all, in any matchup.
Anyway, is there at least a tier list somewhere?

A tier list wouldn't be very useful or accurate for Minus. There aren't enough (vocal) players on the forums to be able to fully explore all the characters in depth enough, as well as the frequent updates which would change everything around every few months even if something were to surface.
