I can't open Brawl Minus .pac files In PSA

Hi. So currently i'm making a custom build of Legacy XP, which uses all of the brawl minus .pac files. Whenever i transfer the .pac files into the Legacy XP fighter files, the characters lose the ability to dash dance, which as far as I know, I need PSA to fix. However, the brawl minus .pac files refuse to open.
I always get the errors: "Bad File" "Error Reading File"

Does anyone know of an alternative I could do, or a way to get PSA to work with the files? Thanks so much!

BTW I am using PSA 2.7, which is the newest one I could find.

Did you merge the Project M/Legacy XP .pac files with Brawl Minus? Cause that will lose the ability to Wavedash, Dash Dance, or any movement.
Did you delete the Legacy XP .pac files and inserted Brawl Minus .pac files into the character's directory?
