Squirtle doesn't need it to be redesigned to be better. He's got plenty of tools to help him compete. Yeah, it doesn't start a combo, but almost every one of Squirtle's non-B moves start one up. He's got a respectable jab-chain, his dash-attack easily sets up for combos, D-tilt is really fast...
