Planning a PAL version of 4.0bc?

Since i don't really want the old 2.2 version of the game (USB version), i would like to request an update?
I couldn't find an iso for the NTSC version of SSBB either.

Well, The questions arent maybe clear enough but.
Could someone get a PAL version for the community or either a iso of the NTSC version?

No. For multiple reasons:
- A lot of the codes would have to be ported to PAL. Some of them are nearly infeasible and would be more than tedious.
- BrawlEx is not for PAL, so PAL would automatically be dismissed Roy, M2, Pichu, and Waa. And that would desync wifi.
- Because PAL has multiple languages, we'd have to get translators too.

And no, we are legally disallowed from providing an NTSC image. You're on your own there.
